The role
Prospera is looking for a seasoned and experience leader as the Head of Fiscal Policy to lead Prospera’s Breakthrough Area 3 Improving Public Finances & Government Performance. S/he will lead a team providing analytics and support to relevant Ministries in their reform initiatives to increase revenue and better spending through improved policy and systems, improved government performance through data and public integrity bodies. The Head of Fiscal Policy will provide strategic direction, identify opportunities, and manage the delivery of a complex work agenda. This includes revenue policy, tax administration reform, public finance management system and budget policy analysis and reform. The Head will have extensive experience advising senior officials in economic, fiscal, and public finance management policy, with a capacity to manage a team. An ability to build relationships with senior members of government, effectively communicate to a range of audiences, and provide leadership and project management skills is critical. Experience working in middle income countries context is highly desirable.

About you (Selection Criteria)
It is expected that the position will meet the following qualifications:
· Advanced qualifications in economics, fiscal, and public finance management policy or related areas.
· At least 15 years’ experience in, and significant technical knowledge of fiscal, public finance management policy and reform including in developing country contexts.
· Demonstrated capacity to deliver fiscal policy and public finance management reform, with experience in emerging economies and Indonesia desirable.
· Strong project management skills and experience in the practical planning, budgeting, and executing of complex policy change activities.
· Performance and human resources management within a team with diverse skills and experience levels.
· Strong relationship management skills, particularly in dealing with senior government officials, and ability to operate effectively and sensitively in a cross-cultural environment.
· High-level communication skills (verbal, written and presentational) in English, with language skills in Bahasa Indonesia desirable but not essentials.
About the program
Prospera is a partnership facility between the Government of Australia (through Department of Foreign Affairs and Trade) and the Government of Indonesia. It aims to foster strong, sustainable, and inclusive economic growth in Indonesia. Commencing from 1 March 2018, Prospera is a planned five-year investment.
Remuneration
The remuneration will be set according to DFAT Remuneration Framework Group D, Job Level 4, applies for international candidates. The remuneration level at which the Head of Fiscal Policy is engaged will be based on the successful candidate’s relevant skills and experience. The role is based in Jakarta- Indonesia (currently remote work during pandemic).
